Cloudflare blocked in Russia on certain ISPs?

I looked at my Cloudflare traffic logs and there was a significant drop from Russian users. I suspect this happened around June 12, 2025, which corresponded to a drop on Cloudflare Radar.
Since then traffic hasn’t recovered to normal levels on Cloudflare radar. You can see on June 12, there was a significant drop in HTTP requests from Russia. Subsequently, there was a lot of bot traffic, which I blocked using WAF. Not sure if it was active probing, but it most likely is users visiting my subdomain and Cloudflare serving a cached version. I suspect TLS sni blocking, but it could also be a Cloudflare IP block due to data from Radar. I have changed my subdomain for this proxy, so I will give it a couple days to see if traffic returns to normal levels.
Interesting there was a Cloudflare outage on the 12th, but that only lasted for 2 hrs. Will update if further information comes up.
